Add the cacao powder, coconut oil, sugar, and milk to a pot and warm over medium heat. Occasionally stir until all ingredients are well combined. After all ingredients are well combined (about 5 minutes) remove from heat.
Add in vanilla extract, peanut butter, hemp seeds, and oats.
Cover a baking sheet or plate with parchment paper.
Scoop equal size dollops onto the sheet. Flatten if preferred (#protip this is the perfect time to have a warm spoonful of batter). You can add additional hemp hearts on top at this time, if desired.
Place in fridge for 2 hours. Once cooled, place in a covered container to keep.

Notes
For a simple recipe like this, ingredients and amounts can easily vary based on preference and what you have on hand. If you want to make it a bit healthier consider subbing coconut sugar for the granulated sugar or less peanut butter. If you want more of a chocolate no-bake replace half the peanut butter with melted chocolate (the peanut butter assists with keeping the cookie together so I would not remove it completely).
