Preheat your oven to 350 degrees Fahrenheit. Grab a 8x8 pan and spray it with non-stick spray. Set aside.
Start by browning the butter. Start by placing an aluminum pan on medium-high heat (the type of pan doesn't matter, but the lighter color of the pan the better). Plop in two sticks of butter and grab out your rubber spatula.
The butter will begin to heavily boil; gently stir with your spatula but maintain the heat. A white foam-like substance will start to appear. This is normal! The foam will disappear.
Now, you'll be able to clearly see the browning on the butter. At this point you can decide when it is done. The less time (and less brown) will have a less 'toasted' flavoring while more time (and more brown) will created a very 'toasted' flavor. For these cookie bars you're going to want a dark brown butter.
Set this aside to cool.
In a bowl combine flour, baking powder, baking soda, and salt.
In a separate bowl add brown butter once it is cooled, brown sugar, sugar, eggs, and vanilla. Use a hand mixer to cream everything together. Once this is done slowly add your dry ingredients to the bowl of wet ingredients, continuing to combine.
Fold in chocolate chips. Then, add dough to the pan. If desired, top with additional chocolate chips.
Baking for 26 minutes will result in a slightly underdone cookie while 29 completely cooks it. I enjoy mine a bit more gooey so I cook them for 26 minutes.
